水災因地層下陷？ 陳伸賢不同意

內政部長李鴻源一席「超抽地下水，再編6000億治水也沒用」的談話，引發不同看法。前水利署長、新北市秘書長陳伸賢今批評李鴻源認知有誤，「超抽地下水造成地層下陷，已經是過去的問題」，「再怪那個部分，也不應該了」。

對於李鴻源提出的「總合治水」，陳伸賢則表示，「八年八百億」計畫已經是以流域做整體規劃，只是因為經費所限，所以只能依照優先順序來做，當初的分工就是「中央負責70％，地方負責30％」，而且所有的計畫，都必須經過水利署的審議委員會核可，並不是各行其是。
