ICAO主席:台灣出席是大陸政府建議的

國際民航組織（ICAO）主席龔薩雷斯廿四日表示，台灣出席這次ICAO是中國大陸建議邀請的，因此他決定以特別來賓的名義邀請台灣，所以台灣代表團才會在這裡。

對於龔薩雷斯的說法，我出席ICAO代表團團長、交通部民航局長沈啟回應說，ICAO有卅六個理事國，它的常任理事國只要有任何一個國家有不同的看法，就比較需要溝通；一個國家說（台灣）可以來，也要全體國家同意，所以基本上是沒有國家反對，當然其中也包括中國大陸。
