針對中央銀行抓到外資炒匯，並移送金管會處理，金管會主委曾銘宗23日表示，已收到央行的資料，目前證期局正會同證交所處理中，等蒐集證據完成後，將作適當處理，並儘速對外說明。
央行指出，近期查獲某外資自取得FINI身分以來，從未持有國內有價證券，卻數次於資金匯入後，短天期內再匯出，已藉此獲取匯兌利益，似有藉投資國內證券之名實行炒作匯率之嫌，已移請金管會依「華僑及外國人投資證券管理辦法」第11條規定處理。
金管會23日邀集專家學者討論金融法規鬆綁與金融創新，對於央行已經抓到炒匯外資，曾銘宗在會前受訪時指出，已收到央行的資料，證期局正會同證交所蒐集證據中，待查核完畢將會做適當處理，並儘量對外說明。
對於金管會研議限縮保險業投資單一公司股票比率，業者抨擊將影響到台股與保險業的投資效益，對此，曾銘宗說，每個措施都是有利、有弊，金管會將會綜合考量，一定要利大於弊才會推出、實施。
至於台股量縮收黑，他認為，影響股市因素很多，包括經濟及非經濟因素，而且早盤台股也是上漲，即使收黑，跌幅也不大，相信這是正常的現象。
至於台股量能不到800億，是否代表金管會股市提振措施已鈍化？曾銘宗表示，台股表現必須從集中市場以及OTC兩個市場來觀察，自9月23日平盤下放空上路以來，台股日均量已經來到1040億元上下，相較7、8、9月量能已經成長10%，量能已有相當的增長。
