美眾院通過應急支出 封殺健保

壁壘分明的美國聯邦眾議院今天通過應急預算法案，讓美國政府於邁入2014新會計年度得以維持運作，但此法案也斬斷總統歐巴馬健保法財源。

眾院以230票贊成、189票反對，表決通過此支出法案，資助聯邦政府維持當前水準運作至10月15日。

如果國會和總統歐巴馬無法就暫時性預算法案達成協議，眾多聯邦機關和計畫將會於新會計年度伊始的10月1日陷入停擺。

但這項共和黨所提法案，納入斬斷名為「歐巴馬健保」的健保法財源條款，幾乎確定難以在民主黨掌控的聯邦參議院過關，升高了美國政府停擺的風險。

眾院把所通過法案送交參院審議，參院勢必會試圖刪除歐巴馬條款，送回眾院趕在9月30日前通過，以避免聯邦政府於翌日停擺。
